Job Description

Due to continued growth, SAMS is seeking a Account Manager (State and Local) to drive and lead major capture efforts from start to finish and support business staff in captures that are especially demanding in State and Local markets with special emphasis on Virginia and Maryland.  The individual should be sales oriented with non-Federal (State and Local Government, Business to Business) market experience in acquisition and program management. 
 
Major areas of responsibility or tasks performed critical to success (other duties will grow with the position):
  • Shape and implement an organizational process, coordinate market analysis, competitor analysis, gap analysis, and teaming activities in alignment with SAMS’ strategy and objectives
  • Mentor and guide junior team members on capture process and business development, coordinate small- and large-scale proposal efforts, and lead capture efforts that have a measurable impact on new and organic business growth
  • Interact directly with multiple senior-level leaders and coordinate all phases of capture activities and strategy development
  • Maintain a broad and collaborative network and engage in speaking opportunities and networking, to build a world-class internal and industry reputation as a recognized capture manager expert
  • Creates and presents executive presentations intended for gate/capture approvals
  • Maintains ongoing interaction with business development and proposal team
 
 
 




Skills/Requirements

REQUIRED QUALIFICATIONS:

The qualified applicant will have demonstrated client facing experience with results that led to new business. Must possess knowledge of industry standard business development concepts such and Shipley Associates and ability to provide strategic/critical thinking toward the resolution of challenges. 

  • 5+ years of experience with management of relevant complex capture efforts aligned with SAMS’ objectives, of which at least 2 years’ experience is in state and local business development and capture processes
  • Experience with successfully executing all phases of state and local focused large and small capture efforts, including strategic planning, addressable market analysis, competitive analysis, teaming, pricing, and proposal
  • Aptitude for milestone/enhanced planning process; to include opportunity identification, developing business cases, and capture management
  • Ability to effectively communicate multi-step and interdependent activities to capture teams and ensure efficient execution of capture efforts
  • Diplomatic, persuasive and articulate communication style to establish and maintain rapport with internal and external clients / partners
  • Proven track record with closing new business in  state and local markets
  • Knowledge of business development life cycle and solution selling methodologies
  • Excellent written, verbal, and presentation skills
  • Travel on an as-needed basis
