E3 Federal Solutions (E3), a leader in acquisition management, project management, and financial management solutions for the federal government has an opportunity with a federal client in support of various DHS components. Since its inception in 2004, E3 has supported numerous federal agencies with their mission requirements by working closely to help define requirements, develop sound acquisition strategies, justify budget requests, and track project execution.

We are interviewing for Junior, Intermediate and Senior level Acquisition Analysts to support mission critical projects on our current and upcoming DHS contracts. Ideal candidates will have demonstrated successful DHS experience.

Position Description

Responsibilities of the Acquisition Analyst include, but are not limited to:

Junior and Intermediate levels:

  • Ability to read and interpret acquisition policy, regulations, and directives.
  • Assist in the planning, preparing, and maintaining of the current acquisition plans and overall program office acquisition administration functions to include program control and tracking.
  • Responsible for assisting with the development of writing performance criteria and requirements into sound/sufficient Statement of Work and or task/orders.
  • May also assist with the development of source selection evaluation criteria.
  • Coordinate and work with the technical experts and the contracting office to ensure project milestones are reflected in the contractual documents and project plan.
  • Possess working knowledge of the acquisition planning stages as well as technical or subject matter expertise depending on the acquisition type and nature of the program.

Senior (in addition to the requirements listed above, will also include):

  • Advise and assist functional area experts on contractual matters in the acquisition planning stages.
  • Support documentation development for acquisition planning and project management from mission analysis and requirements generation through design, development, production, and deployment.
  • Plan, prepare, track and maintain acquisition lifecycle documentation.
  • Support development of acquisition milestone documentation.

Description of Requirements, Skills, & Certifications

Requirements include:

  • Bachelor degree preferred.
  • Program management activity support: Junior level 2-4 years; Intermediate level 5-9 years; and Senior level 10+ years.
  • Ability to communicate effectively, both orally and in written.
  • Ability to conduct detailed research and analysis of technical and cost data.
  • Experience with or understanding of DHS governance.
  • Experience with at least one of more of the following processes to include DHS AD 102, SELC, CPIC and EA, preferred.
